Your very fist step is to identify the problem, once you have done that you can then make your hypothesis and figure out what materials you need. When you have your materials you must test this hypothesis and explain step by step for if the experiment is successful, when you are successful you can show off your investigation.

Identify the problem or purpose
Form a hypothesis
List possible materials
Procedure: List and explain, in order, each step that your would need to follow if your were to actually complete an experiment.
Create a data display: presenting the data after the investigation is completed.

To plan an investigation you need Make a observation, and then you have to make a hypothesis, next you do and experiment, and then you make a theory, and lastly you make a conclusion theory.
