the taller one is spikey and the one it ate isn't at all so that's probably why. then the one it ate died off as the taller one grew and flowers formed on it.
The javelina isn't eating the cactus on the right because it has spikes on it, which is an example of evolution. The cactus on the left has evolved to have spikes and ward off the javelina while the other cactus dies.

He is not eating one because it has sharp spikes that are dangerous. It has died by the time of picture.
