Dominate and Recessive

Is it possible for the off spring of two dominate gene brown eyed parents to have blue eyes?

Yes that is possible homozygous and the recessive trait could be blue eyes

Yes it is if both parents are heterozygous.

Yes. If either both of the parents are heterozygous dominant for the brown eye allele there is a 25% chance of offspring having homozygous recessive blue eyes, 25% of having homozygous dominant brown, and a 50% chance of having heterozygous dominant brown.
