Why would some nations be better prepared for natural disasters and be more able to recover from natural disasters? Research and find out if the state of Maine has a plan to deal with disasters.

Some nations have had more disasters happen to them so they know how to prepare and recover.
Some nations would be better prepared because there would be less of a disaster and they can recover easier then one that is not prepared.I was not able to find a plan.
Some nations are better prepared and recover better because the disaster hit once or more times in that nation which means they all ready know what to do. Maine has a lot of natural disasters but one of them is a blizzard. Maine has been through a lot of blizzards so Maine knows what to which is to get snowplows , warning and etc.
Some of the Nations are better prepared because they have a high frequency over other then other Nations. Some of the better prepared Nations are Japan, Italy and the U.S. Due to the highly variable weather and geographic conditions, Maine has for centuries been vulnerable to many natural hazards. Usually able to resolve the problems caused by weather events, the April 1987 Flood proved overwhelming, and Maine requested assistance.

Japan has more preparation for Tsunamis because they've had them in the past.
Some nations would be prepared better because they could have more money for supplies or even shelter and they can recover quickly because they have money to repair buildings and roads.

Well one reason that other countries are prepared for natural diasters is because of the technology that they have and maine does not have that kind technology that other countries have to predict when natural disaters happen.
