I am not sure which one but I think there is two ways. The first way is by using maps. The second way is to use volcanoes and earthquakes to track them.
Most plates are tracked by earthquakes and volcanos but they can also do what we are doing finding earthquakes and tracking them in a map. They also use satilight and lasers.
